IMU in Rome in 2026: rates and calculator
Rome charges the maximum rate allowed in Italy on second homes, which is what most foreign owners of a pied-à-terre in the capital pay.

If you own a flat in Rome and live elsewhere, IMU is a fixed yearly cost: the comune of Roma Capitale taxes every home that is not the owner’s main residence at 1.14 %. That is the ordinary maximum of 1.06 % plus a 0.08 % surcharge inherited from the old TASI, which only comuni that applied it before 2020 may keep. A flat with €1,000 of cadastral income therefore pays €1,915 a year, €134 more than in a comune at the ordinary maximum. You pay it in two instalments, by 16 June and 16 December, or in one go in June. The schedule in force is still the 2025 one as of 2026-10-03. If you receive a foreign pension under a social security agreement with Italy and do not let the flat, the tax is halved to €958.

The surcharge that makes Rome expensive
Law 160 of 2019 caps the ordinary rate at 1.06 % but lets comuni that charged the TASI surcharge in 2015 and confirmed it until 2019 keep up to 0.08 % more (paragraph 755). Rome is one of them. The surcharge can only be reduced, never raised, so 1.14 % is the ceiling for the capital.
Letting your flat
Rome’s schedule has no lower rate for homes let at market rent, short-term or long-term: they pay 1.14 % like an empty flat. A flat let under an agreed-rent contract (canone concordato) keeps the national reduction, which cuts the tax to 75 %. The rental income itself is taxed separately, through the Italian tax return.
Shops, historic workshops and non-profits
Rome does differentiate for commercial premises: newsagents and historic or craft workshops (botteghe storiche) pay 0.86 % instead of 1.14 %, as do premises used by non-profit bodies of the third sector. Paying from abroad

H501, the cadastral code of Roma Capitale, whatever the district (municipio). On an F24, or in the reference of a bank transfer from abroad, combine it with tax code 3918 for a flat, shop or garage and with the tax year.
Has Rome published its 2026 IMU rates?
Not as of 2026-10-03: the schedule on the Department of Finance website is the 2025 one, resolution no. 182 of 19/12/2024. If Rome does not publish a 2026 schedule by 28 October 2026, the 2025 rates also apply to the December balance.
