Targeted rates in the schedule

Italian property tax is set town by town. Each of the 7,399 comuni that levy IMU must approve a yearly rate schedule, a standard table that the Department of Finance publishes and that overrides the comune’s own regulations. We downloaded and parsed every 2025 and 2026 schedule available on 2026-10-03: 5,057 comuni have published their 2026 schedule, 2,300 are still on 2025 and 42 have no valid schedule, so the statutory base rates of Law 160/2019 apply there. For each comune you get the six main categories: other buildings (second homes, rentals, shops), luxury main homes, group D, building land, farmland and rural farm buildings. Below them are the targeted rates, quoted in the Italian wording of the schedule, which is the text that counts. Friuli Venezia Giulia and Trentino-Alto Adige, 497 comuni, do not levy IMU at all.

How common each second home rate is

The legal range for “other buildings” runs from zero to 1.06 %, or 1.14 % with the old TASI surcharge. In practice most comuni cluster at a handful of values. 3,493 comuni charge 1.06 % or more on second homes; 500 charge less than the 0.86 % base.

Reading an Italian rate schedule

The schedule first lists the categories fixed by law, then any targeted rates the comune chose from a closed list set by the Ministry: by type of lease (canone concordato under Law 431/1998, student lets, free loans to relatives), by cadastral category, by area of town, or by who uses the property. A last section lists the exemptions in the comune’s regulations. We keep the Italian text of the targeted rates because a translation could change their legal meaning; the main categories are translated.

How fresh the data is

The schedules were read on 2026-10-03 from the Department of Finance’s regional archives. The 2026 deadlines are 14 October for upload and 28 October for publication, and we will refresh the data after that date. Coverage is 99.4 % of comuni that levy IMU. Frequently asked questions

Where are Italian IMU rates published?

Every comune files a rate schedule (prospetto delle aliquote) with the Department of Finance, which publishes it on finanze.gov.it; it prevails over the comune’s own regulations. We read the 7,357 schedules available on 2026-10-03 and show them here in English, with a link to the original.

Why is my comune still showing 2025 rates?

Because it has not yet published a 2026 schedule. Comuni must upload it by 14 October and it is published by 28 October; until then the previous year’s rates apply, and they keep applying to the December balance if nothing is published in time (paragraph 767). 2,300 comuni are in that situation today.

What does “altri fabbricati” mean in the rate schedule?

“Other buildings”: every building that is not a main home, not a rural farm building and not in cadastral group D. Holiday homes, rented flats, empty houses, shops, offices, garages and cellars that are not pertinenze of a main home all fall here. It is the rate most foreign owners pay; the national base is 0.86 %.
